Digital Referrals & Orders (DRO) offers a secure, end-to-end digital solution that makes managing referrals and orders more connected, consistent and reliable by: 

  • Sending referrals and orders electronically - reducing faxing, scanning and follow-up calls.
  • Improving completeness and accuracy to support patient safety.
  • Providing real-time tracking and status updates.

DRO is designed to support patients, care teams and health system partners by improving how referrals and orders are managed, coordinated and experienced across BC. ​​

For patients

DRO helps​ patients stay better informed and connected throughout their care journey. By improving visibility into referral status and enabling more timely communication, DRO supports a more transparent and coordinated experience as patients move between providers, services and care settings.​​

For care teams

DRO enables providers and clinic staff to send, receive and manage referrals and orders electronically. Standardized digital workflows reduce reliance on fax and paper-based processes, improve information quality and tracking, and help care teams spend less time on administration and more time supporting patients.​​

For health system partners

DRO creates a common provincial foundation for referrals and orders, supporting greater consistency, interoperability and coordination across health care organizations. The program helps enable more efficient service delivery while providing data and insights to support future planning and system improvement.​​​

Three electronic solutions are available:  eReferrals,  eOrders and eSubmissions. ​ Ocean is the platform behind the program.

eReferrals


eReferrals connects primary care providers, specialists and patients to improve care coordination. Health care providers can send referrals based on geography, services, and wait times. Here’s how it works:

  • Referral initiated: The health care provider submits an eReferral to the appropriate specialist.
  • Referral accepted: Once the specialist accepts the referral, the referring provider is automatically notified.
  • Patient notified: The patient receives an automated email with appointment details, confirmation instructions and any required forms.
  • Secure communication: Secure messaging allows for ongoing, closed-loop communication between providers and patients.

Patient Engagement Tools

In addition to eReferrals, some electronic medical records (EMRs) enable patient messaging and appointment reminder features. 

The DRO program supports the licenses of these features as available. 

These features include: 
  • Automated appointment reminders
  • Secure patient messaging  
​Both appointment reminders and patient messaging leverage the extensive Ocean eForms library​ allowing you to send questionnaires and information to patients and receive those responses directly into your EMR. ​​​​​​​

Please note, this solution is only available to clinics using EMRs that are integrated with Ocean.

eOrders


eOrders allow you to send tests and imaging requests directly from your EMR to labs or diagnostic centres. By replacing paper, fax and phone-based requests with secure online channels, eOrders deliver:
  • Instant transmission of orders with real-time confirmation.
  • Automatic patient details and one-click order creation​​.
  • Fewer errors and less administrative work.
  • Complete audit trails and strong data protection.
With eOrders, your team speeds up patient care, cuts down on calls and faxes, and stays focused on patient care rather than paperwork.

Currently, community medical imaging clinics are enabled to receive requisitions. The Standard Outpatient Lab Requestion  (SOPLR) will be available soon.

eSubmissions


eSubmissions make it easy to securely send clinical documents directly from your integrated EMR to health agencies or programs. By replacing paper-based workflows, eSubmissions offer:

Work is currently underway with the Special Authority​ program developing submission forms for drug approvals.  ​
